Thomas B. Waters is the founder/principal of SUMMIT – Center for Resources and Organizational Development, LLC, an agency that provides a broad range of services that include: resources development and management assistance; affordable housing advocacy; capital access and financial literacy; asset mapping and consensus building; organizational/board training and development; and entrepreneurship development. Summit also offers grant Research, writing and administration, real estate development, land use and zoning assistance, and general contracting. A native of Jacksonville, Florida, Thomas is a retired administrator from the City of Jacksonville and has over 35 years of professional experience in providing management, technical, and administrative leadership services in the public, private, and non-profit sectors. Thomas earned his bachelor's degree in architectural and construction engineering technology from Florida Agricultural and Mechanical University, Tallahassee, FL.
