Previously, McMillan served over 20 years as license collector and 19th Ward Alderman of the City of St. Louis where he represented approximately 20,000 businesses and initiated collaborations generating more than $1.25 billion in economic development for one of St. Louis’ most depressed urban communities. McMillan is a graduate of Saint Louis University with a bachelor’s degree in African American studies and is the recipient of an honorary doctorate of humane letters degree from Webster University. He is also an Eisenhower Fellow, member of Eta Boule Chapter of Sigma Pi Phi Fraternity, Inc., 100 Black Men of Metropolitan St. Louis, and St. Alphonsus “Rock” Church.
